The reform of the status of artist was completed last week after more than a year of work and consultations with the actors concerned. This reform, which will be applicable from September, aims to correct the major flaws of the existing provisions. On the one hand, it involves the transformation of the Artists Commission into a Commission for Work in the Arts. The latter, sole arbitrator, will determine the recognition of an artist as an artist, for five years and on the basis of an individual file, qualitative criteria and a financial criterion. It will be made up of 18 members, half of whom will be artists’ representatives. The rest will be perfectly divided between unions, employers and public social security institutions (Inasti, ONSS and Onem). In addition to issuing the certificates, this commission will also establish a real Belgian cadastre of artistic performances. On the other hand, the reform aims to improve the social protection of artists with a royal decree which creates a specific chapter in the unemployment regulations of 1991. First there is a relaxation of the conditions of access: from 312 days of work over 21 months to 156 days over two years (or 10,837.32 euros gross).
